A brief description of the manga JoJo’s Bizarre Adventure Part 4:
When Josuke Higashikata discovers his ability to wield a Stand, he decides to protect his hometown of Morioh from the influx of other Stand users. Jotaro Kujo arrives to warn Josuke about the Bow and Arrow, a mysterious man’s Stand that can awaken a person’s Stand abilities. But it is up to Josuke and his allies – most notably Yoshikage Kira – to defeat those who would use their new abilities for evil.
